<div>The recitations will take place at Deer Park Buddhist Center on the first Saturday of each month, beginning Saturday December 1, 2012 at 4:00 p.m. Tsering Lhamo la and Lhakpa Tsering la family will offer tea and snacks.</div>

			<content:encoded><![CDATA[<p><span>Dear President of the Tibetan Associations,</span></p>
<p><span>I would like to thank all those Association who send a delegate to</span><br />
	<span>attend the 2nd special Meeting and thoughts and views of your</span><br />
	<span>community members.</span></p>
<p><span>Your Chithues are back home from Dharamsala after attending the 4th</span><br />
	<span>Session of the 15th Tibetan Parliament from September 14 to 22</span><br />
	<span>followed by &nbsp;4 days of 2nd Special Meeting from September 25- 28,</span><br />
	<span>2012. I would like to say that it was very fruitful Chithue Session as</span><br />
	<span>well as the Special Meeting.</span></p>
<p><span>I did bring up an amendment to the Charter to strengthen the working</span><br />
	<span>relationship between the Tibetan Associations &amp; Tibetan Communities</span><br />
	<span>around the world and Central Tibetan Administration and sponsored a</span><br />
	<span>private member bill but unfortunately it did not pass. However, I</span><br />
	<span>thinking of bringing &nbsp;it up again in the next Session in March 2013.</span></p>
<p><span>Here are some highlights of the Chithue Session and Special Meeting.</span><br />
	<span>Please share it with your community members.</span></p>
<p><span>1. &nbsp; &nbsp;CHITHUE SESSION</span></p>
<p><span>a. &nbsp; &nbsp;It was a very hectic session. The first day was devoted to in-depth</span><br />
	<span>deliberation on the critical situation in Tibet. It passed six point</span><br />
	<span>resolutions demanding among others an end to the Chinese repressive</span><br />
	<span>policies in Tibet.</span></p>
<p><span>b. &nbsp; &nbsp;The Session also passed unanimous resolution expressing deep regret</span><br />
	<span>at the hurt feeling of &nbsp;His Holiness the Dalai Lama &amp; urged that</span><br />
	<span>every single Tibetans to remain conscious of their personal</span><br />
	<span>responsibilities in relation to the larger cause of the Tibetan</span><br />
	<span>people.</span></p>
<p><span>c. &nbsp; &nbsp;The Parliament amended charter to change the official title of</span><br />
	<span>&quot;Kalon Tripa&quot; to &quot;Sikyong.&quot; This translates to &#39;Political Leader&quot;. The</span><br />
	<span>Session also carried out amendment to Charter and related rules</span><br />
	<span>necessitated by the name change of &quot;Kalon Tripa&quot; to &quot;Sikyong&quot;</span></p>
<p><span>d. &nbsp; &nbsp;The Session debated on &nbsp;the &nbsp;annual work report of Kashag &nbsp;and</span><br />
	<span>reviewed the &nbsp;Parliament Standing committee report of Kashag&#39;s work.</span></p>
<p><span>2. &nbsp; &nbsp;SPECIAL GENERAL MEETING</span></p>
<p><span>a. &nbsp; &nbsp;The 4 day special General Meeting was attend by 432 delegates from</span><br />
	<span>26 countries. Chithue Norbu Tsering la and I had working dinner with</span><br />
	<span>North America delegates attending the Special Meeting to discuss</span><br />
	<span>getting the view points of the North America Community in the various</span><br />
	<span>working groups. The delegates from North America were in 9 of the ten</span><br />
	<span>working committees. I am glad to note that number of our view points</span><br />
	<span>could be included in the 31 unanimous recommendation of the</span><br />
	<span>Conference.</span></p>
<p><span>b. &nbsp; &nbsp;The Meeting discussed three agendas namely 1) How to mobilize and</span><br />
	<span>carry the movement forward &amp; effectively within the Tibetan Community,</span><br />
	<span>2) Mobilize and strengthen Tibetan support in Asia, and 3) Mobilize &amp;</span><br />
	<span>strengthen the International support for Tibet. Attached the final</span><br />
	<span>recommendations of the 2nd Special Meeting</span></p>

			<content:encoded><![CDATA[<p align="center"><strong>Torch Relay across North America to Highlight Crisis in Tibet</strong></p>
<p align="center"><strong><em>Flame of Truth Relay, September 2 to December 10, 2012</em></strong></p>
<p>The Tibetan Parliament-in-Exile, based in Dharamsala, India, launched a worldwide <em>Flame of Truth Relay</em> on July 6, 2012, the birthday of His Holiness the Fourteenth Dalai Lama, to carry the message of the people in Tibet to the world &ndash; including the tragedy of 49 Tibetan self-immolations since February 2009 &ndash; and to urge an appropriate response from the United Nations to the current crisis situation.</p>
<p>The North America leg of the relay begins in two segments from Washington D.C. and Ottawa on September 2, 2012, the 52nd anniversary of Tibetan Democracy Day, which commemorates the first election of a representative body in Tibet&rsquo;s history &#8212; the Commission of Tibetan People&rsquo;s Deputies &ndash; instituted in exile on September 2, 1960.&nbsp; The torch will pass through major North American cities.</p>
<p>Participants in the torch relay will speak on behalf of Tibetans in Tibet who are denied by the Chinese government the fundamental rights to which every person is inherently entitled, including freedom of speech, belief, and assembly.<br />
	&nbsp;</p>
<p>As part of the <em>Flame of Truth</em> initiative the Tibetan-Parliament-in-Exile calls for the following:</p>
<ol>
<li>The United Nations must discuss the issue of Tibet based on the resolutions that it has passed in 1959, 1961 and 1965 [see: December 18, 1965: UNGA Resolution 2079 (XX), &ldquo;Question of Tibet,&rdquo;&nbsp;</li>
</ol>
<p style="margin-left:.5in;">October 21, 1959: UNGA Resolution 1353 (XIV), &ldquo;Question of Tibet,&rdquo;&nbsp;</p>
<p style="margin-left:.5in;">December 20, 1961: UNGA Resolution 1723 (XVI), &ldquo;Question of Tibet,&rdquo;&nbsp;</p>
<ol>
<li value="2"><a href="http://daccess-dds-ny.un.org/doc/RESOLUTION/GEN/NR0/167/76/IMG/NR016776.pdf?OpenElement">http://daccess-dds-ny.un.org/doc/RESOLUTION/GEN/NR0/167/76/IMG/NR016776.pdf?OpenElement</a>] and continuously make efforts to fulfil the substance of these resolutions;</li>
<li>An independent international team should visit Tibet to investigate the situation leading to the ongoing crisis in Tibet;</li>
<li>The United Nations must take special responsibility to ensure that the basic aspirations of the Tibetans inside Tibet are fulfilled. &nbsp;&nbsp;</li>
</ol>
<p>The <em>Flame of Truth</em> initiative also incorporates the collection of signatures on a public petition to be submitted to U.N. headquarters in New York, the U.N. Human Rights Council in Geneva, and the U.N. Information Office in New Delhi on December 10, 2012, the concluding day of the world-wide relay.</p>
<p>The <em>Flame of Truth </em>is an initiative of the Tibetan Parliament in Exile and the North American relay is being organized in conjunction with the Office of Tibet in New York, the Tibetan Associations of North America, the North American Chapters of the Tibetan Youth Congress, Tibetan Women&#39;s Association, International Tibetan Independence Movement, Students for a Free Tibet, and the International Campaign for Tibet.</p>
